The guidelines may have changed but he may not be able to unarchive a cache -- would have to be good reason to do so. Doesn't mean not to respond, but worth trying again as he may be playing catch-up if it's real busy.

Hi Trev,

Sorry I haven't gotten back to you, I've been having computer problems and have quite a few emails to get through. You can use the link Robert posted to transfer caches to another cacher. This process will not work on archived caches. Caches are rarely unarchived for the purpose of adoption. There is additional information here.
